Reporting Relationship:
Reports to the City Manager The Parks and Recreation Director oversees three divisions at the city including Parks and Natural Resources, Recreation, and Community Center divisions.
Parks and Natural Resources The Parks and Natural Resources division is responsible for providing the citizens and users of the city's park system with safe, properly maintained, and high-quality facilities.
The division is responsible for developing and maintaining the park and open space system with facilities that meet the community needs.
Wildlife, forestry, and natural resources management are a top priority of this division.
Recreation Division The Recreation Services division provides a variety of affordable recreation programs and services for all age groups and people of all abilities.
The division is responsible for the management of facilities such as, the Senior Center, Art Center, Outdoor Center, as well as all other city park buildings and recreation facilities such as the sledding hill, amphitheater and facilities on school property that are operated in partnership with the School District.
Community Center Division This Community Center division includes a variety of recreation facilities including the Eden Prairie Community Center, city beaches, and park facility rentals.
This division provides a variety of affordable recreation programs and services for all age groups and abilities.
The aquatics center is one of the top aquatics facilities in the state including two competition pools, a warm water family/leisure pool, a water slide, climbing wall, diving boards, meeting rooms and locker rooms.
Position Responsibilities The Parks and Recreation director is responsible for the acquisition, development, care and improvement of city parks, open space, trails, and recreation facilities.
The incumbent of this position also provides a variety of affordable recreation programs and services for all age groups and people of all abilities; identifies and recommends ways to protect and preserve unique historical and environmental features within Eden Prairie.
The primary position responsibilities and areas of impact are:
Manages the overall direction of the department with responsibility for:
park acquisition and development; trail development; park & trail planning, park, forestry and cemetery maintenance; recreation facility development, management and maintenance; environmental protection; management and maintenance of city buildings; provides leisure and cultural programs; and preserves significant historical sites within the community.
Implements and manages a well-planned preventative maintenance program and daily custodial service for all park and recreation facilities; provides supervision to all full-time staff; hires full-time personnel; trains and advises staff; supervises work through conferences, inspections, reports and meetings; plans and directs a system for parks and open space; serves as staff liaison to Parks, Recreation and Natural Resources Commission; prepares agenda, reports and recommendations for City Council, task forces and committees; and provides staff liaison support to the Arts and Culture Commission.
Coordinates development plans with other governmental agencies such as DNR, School District and Watershed District; administers land acquisition and facility development programs, including grant applications; directs and coordinates the development of a wide variety of activities with other agencies in the community.
Directs park construction projects and plans the care and maintenance of park and recreation facilities; administers the policies as adopted by the City Council and directed by the City Manager; makes requisition for expenditures and purchases; prepares annual budget estimates and administers budget related revenues and expenditures, including the Park Fund Capital Improvement budget.

Position Requirements Education:
Bachelor's degree in recreation and park administration, public administration, park management, landscape architect, or related field required; Master's degree in Public Administration or related field preferred.
Work
Experience:
Minimum of three years of experience at a director-level position, five years of experience as an assistant director, or seven years of experience as a manager of recreation or parks in a city of comparable size or larger.
Technical Skills:
Proficiency in Microsoft Office (Word, Excel, Access and Outlook) required.
Physical Requirements:
Physical effort is light for the majority of work with lifting or carrying limited to 25 pounds intermittently.
There are intermittent visits to City Department locations, some of which are in other areas of the city.
There is a need to make presentations, which involves public speaking in front of City leaders and the public.
Between 15% and 45% of the time there is pressure associated with a project or activity deadline.
Report preparation and writing at times requires extended use of a keyboard.
Work interruptions are frequent.
Working Conditions:
Most work is performed in a normal office environment.
However, some outdoor activities occur where you are exposed to traffic, construction, noise, dust, weather, etc.
where safety equipment is required.
Occasional driving or riding is required to attend meetings, events, and offsite projects.
The job may involve dealing with and calming individuals who are emotionally charged over an issue.
